You can use the sparkle effect to add sparkle to someone’s smile or eyes; You can also add sparkle to objects with diamonds or metals. Another popular edit is to add a starburst effect to lights or the sun.

First, you can use an overlay, which is a quick way to add more sparkle to the entire image

An overlay is a layer that you can apply to any image. Once you’ve created a glitter overlay, you can quickly and easily add effects to your file.
Start by creating a new document. It can be any size, although the purpose of an overlay is to have content that you can use in any file, so choose a size that closely matches the size of your photo.
Apply. The glow effect requires a filter, so you should start by converting your layer to a Smart Object before you start creating.
To do this, simply right-click on the background layer and select Convert to Smart Object from the menu.

Select Filter > Sound > Add Noise. When the dialog box appears, use the slider to determine how loud you want it to be. Since you’ve turned the solid into a Smart Object, you’ll be able to go back and adjust it, so don’t worry too much about getting it right.
Now is the time to change the noise. Start by adding a Levels adjustment layer (select Layer>New Adjustment Layer>Levels).
Use the handle to adjust the contrast in the level graph. Overall, removing some noise by deepening blacks is a good thing.

You can use the same values I used (shown in the image above), but it’s better to move the slider until you like the look of the file.
At this point, you’ve created the basic sparkle effects, and I’ll show you how to add a sparkle effect in a moment. Note that if you want your overlay to be more or less shimmery, it’s time to go back to the Audio filter and make adjustments. You can also change your adjustment layers for a slightly different look.
Once you’re satisfied, create a new layer containing your existing glitters. You can press Shift+Alt/Opt+Ctrl/Cmd+E or you can add a new empty layer and choose Image>Apply Image, select Merge and click OK.

I recommend turning off the visibility of other layers to see only the merged (top) layer. Use the Color Range tool (Select>Color Range) to select the black parts of the file, then press the back button to delete it.
Now you should only see sparkles. Duplicate the layer by dragging it to the Plus sign at the bottom of the Layers panel. Then select Filter>Blur>Motion Blur.
In the dialog box, choose the blur direction and distance. (Experience may be helpful here, or you can use the settings shown in the image above). If you’re having trouble seeing the effect, you can add a Solid Color adjustment layer below the sparkles layers.
Repeat the previous step several times, changing the direction and distance of the blur as you go. The idea is to make each glitter sparkle in a star shape.

Merge the Sparkle layers and delete all other layers. Be sure to save as PNG; otherwise it will keep the background white and the sparkles will disappear.
And that’s it! Now there’s an overlay you can use to add sparkle to any photo.
Another way to create a glitter effect is with a brush – once created, it can be used to add sparkle to anything you want.

Choose the glitter cluster you like from the available overlay. You can use a single glitter, but using multiple brushes will help you create multiple brushes with less effort, thus being more effective.

But you can save more on drawing tips by implementing different options. For example, you can select just two sparkles and save the selection as another preset. You can then select three sparkles and save the selection. (That’s why I recommend using a variety of glitter brushes! Now you’ll have a ton of glitter brushes to choose from.)
You’ve created a brush tip so if you apply a click to the image it will sparkle. But if you apply a brush stroke to an image, it won’t look like much sparkle – just a smudge!
For a better effect, you need to change the brush properties. Start by going to Shape Dynamics in the Brush Settings panel. If you’re using a mouse, choose Control>Fade, or if you’re using a tablet, choose Control>Pen Pressure.
Now drag the Minimum Diameter slider until you like the look of the brush. (You can see a preview at the bottom of the panel or try using a brush on the canvas.)
