Before you make your stroke, there are a few things to think about. You don’t really have to think about them, it should come automatically.
Note that this mainly applies to realistic styles. The brush stroke should also be effective and consistent with the rest of the painting and your chosen color scheme. You may have an idea or style that disallows certain colors or textures and favors other elements. However, elements of realistic depiction are simplified even in the Powerpuff Girls illustration. Don’t hide behind “it’s not my style so I won’t learn”.
Actually, there is only one kind of light. It bounces. You can only see if the light (photon) reaches your eye. Light does two important things when it hits a surface. First, the component is realized. This is how colors are made. A red apple reflects mostly red wavelengths and the rest is absorbed and converted into heat or something else. That’s why black objects are so hot in the sun. In any case, reflected light is reflected differently depending on the surface. If the surface is uneven, it will bounce a little randomly, like a tennis ball hitting a rocky surface. If the surface is smooth, it will bounce in a predictable way. The mirror is so soft that the light comes back undistorted so we can see our reflection.
Note that all surfaces are mirrors because mirrors reflect light. It tends to be patchier/thin on matte surfaces.

Depending on where the eye/observer is, they see different light and different specular points on this curved surface. The puddle is not curved (except at the edges due to surface tension), so you only get a glossy reflection from a certain angle. A precision mirror is only visible in an environment where there is a point source of light, such as the sun, a light bulb, or a small window.
Photo – There are mirrors on the fabric, diluted and subtle. I spread the shirt sleeve with two fingers to get a flat surface between the two marked points (I moved the camera, not the sleeve).
Here on Earth, there are many things around us that can bounce light, so things shine more or less from all angles. For example, we have a dome-shaped sky for blue light. Then there is the floor, walls and other surfaces. There is basically only one source of light in the universe, the Sun. That’s why the moon only has a bright side and a shadow side and looks kind of flat. However, if you look closely, you can see the Earth’s light on the side of the Moon’s shadow, but it is much weaker. Then there’s Starlight, who I guess is even weaker.
When light hits a surface and is reflected, it also changes color. If it hits another surface of the same color it bounced off of, that surface will appear more saturated.
