By default, you may find that your panel is set to “Create Video Timeline”. Click the small arrow to select “Create Slide Animation” instead.

First, your animation timeline consists of one frame with a delay time of “0 seconds”, which I think is pretty silly. Your before and after will be lightning fast and no one will see it!
So the first thing you need to do is click on the arrow below the frame to slow down time. I usually use 1.0 seconds, but of course you can make it as fast or slow as you like.
A single frame animation is not an animation! Click the “+” button to add a second slide:
You will now have two identical images, both 1 second apart (or at any time you choose):

An animation with two identical frames is not an animation, is it? The first image should be “before editing” and the second “after editing”.
So, select the first frame, then go to the Layers panel and Alt-click the eye of the background layer. This will disable all other layers, leaving only the original photo visible:
Then select the second frame and Alt-click the background layer eye again to turn all layers back on.
If you are not happy with the speed, select both frames and click under one of them to choose a faster or slower time.

Go to the Image Size dialog box and select the appropriate width in pixels. I chose 800 pixels for this example.
Press Alt Shift Ctrl S or navigate to the File menu as shown to bring up the Save for Web window.
Choosing the maximum amount of color (256) and the maximum amount of jitter (100%) results in a maximum file size, but I really think it’s worth it. Everyone understands that gifs are not good quality, but this is how you make them as best as possible under the circumstances.
If these settings give you a file that is too large for your site, please do not change the colors or jitter. Go back to the resizing step and reduce the size of the photo instead.

If you’re not careful, the entire document will be a huge bust! Also, all those big images mixed with properly sized images will doom your GIF to poor quality.
A few more tips: Don’t forget to use pixels! Also, keep in mind that the resolution should be low if you don’t want your gifs to result in a large file size. Finally, make sure your color mode is RGB. Now you can open this .PSD file with intent!
Once you have the images in the order you want, you’ll want to click on File > Scripts > Load Files to Stack.
If you haven’t arranged the images, create one layer for each GIF frame. To add a new layer, simply go to Layer > New > Layer.

When you start Photoshop, it’s not open by default, so go to the navigation bar and choose Window > Timeline.
After opening the window, you will be able to create keyframes. Make sure the “Create Slide Animation” option is set to default – or checked. Click on it and you’ll see frame-by-frame animation options in the timeline window. There should now be at least one file on the timeline.

Choose how long to display the frame from the options: No delay, 0.1, 0.2, 0.5, 1.0, 2.0, 5.0, and 10.0 seconds. You can even enter a specific time by selecting Other!
To create a GIF loop, go to the bottom of the toolbar. Then click the drop-down menu and you can choose once, 3 times, forever and more, which of course allows you to enter a specific number of cycles.

When you’re happy with your GIF, go to the navigation bar and click File > Export > Save for Web (Legacy)…
Note that if your GIF has a transition, use an exploded GIF! There is no need to choose it otherwise. The amount in each option will correspond to how close the GIF will be to its parent medium.
